The short answer

Ask your Comú about registration obligations and the rules for walking dogs.
Housing
Some leases restrict animals: ask the landlord. See renting.
The legal framework
The keeping and protection of animals fall under Llei 11/2016 (which replaced Llei 13/2012). The identification, registration and health rules for the non-commercial movement of pets are set by a government regulation, amended by decree 219/2022. The text is under review: associations submitted proposals in 2026 on traceability and breeding control.
Potentially dangerous dogs
Decree 285/2021 governs the keeping of dangerous and potentially dangerous dogs. The government states that the dog must be identified (microchip, genotyping and passport at a veterinarian), vaccinated against rabies and entered in the pet register, and that the owner must hold third-party liability insurance, prior training and an identification card issued by the agriculture service. Breeding is prohibited, and sterilisation is required before the age of one according to veterinary advice.
Before moving with a pet
- Identification and rabies vaccine up to date.
- Health documents for travel between France, Andorra and Spain.
- Check with the comú for local registration obligations.
- Ask the landlord whether the animal is accepted: see renting.
What we do not confirm
We could not confirm from an up-to-date official text whether identification and registration are mandatory for all dogs and cats, nor the deadlines and fees. Ask the Ministry of the Environment and your comú before arrival.
