Cross-border worker: live in France or move to Andorra?

The short answer
For an employee of an Andorran employer, staying in France keeps French tax residence with a tax credit, whereas settling in Andorra requires genuine Andorran residency. The choice depends on housing, commuting, family and the tax effect calculated for your own case.
The two options
| Criterion | Living in France | Living in Andorra |
|---|---|---|
| Tax | Worldwide income taxed in France, tax credit | Andorran IRPF (single rate 10 %verified on 09/10/2026) |
| Residency | No residency formalities | Residence permit (active employee residency) |
| Housing | Often more accessible | Tight market: see prices |
| Commuting | Border to cross every day | Short |
| Family | Household in France | Household in Andorra |
What determines tax residence
Permanent home, then centre of vital interests, then habitual abode, then nationalityverified on 09/10/2026A household in France weighs heavily: a cross-border worker whose family lives in France generally remains a French resident.
To decide

- Estimate your housing cost on each side.

The cross-border work permit
An employee who works in Andorra but habitually sleeps outside Andorran territory falls under the cross-border work permit. It is issued for 1 yearverified on 12/10/2026 and then renewed for periods of 3 yearsverified on 12/10/2026. To renew, the holder must have worked in Andorra on a permanent and effective basis. A temporary variant exists for seasonal work: it cannot exceed 12 monthsverified on 12/10/2026 and cannot be extended.
What each option changes in practice
| Question | Living in France | Living in Andorra |
|---|---|---|
| Tax on salary | Worldwide income taxed in France, with a tax credit for Andorran tax | IRPF of 10 %verified on 09/10/2026, tax-exempt minimum of 24,000 €verified on 09/10/2026 |
| Permit | Cross-border work permit | Residency and work: 12 monthsverified on 12/10/2026 then renewals |
| Social security | CASS for the activity, with the option of French health cover: Form SE 130-06 requested from the CASS, then registration with the CPAM of the place of residenceverified on 09/10/2026 | CASS |
| Housing | French market | Tight market: average apartment price of 4,569.70 €/m²verified on 09/10/2026 |
| Presence | Return outside Andorra every evening | Effective residence |
Mistakes to avoid
- Thinking that an Andorran permit changes tax residence: residence is judged on the household, interests and stay: see tax audits and Andorran residence.
- Forgetting that French nationality matters: see the France–Andorra treaty.
- Calculating on gross pay: compare net pay after tax in both cases with the net salary calculator and the IRPF simulator.
A starting calculation
An employee on 3,000 euros gross per month (36,000 euros per year) will compare Andorran IRPF on 36,000 euros, after the tax-exempt minimum, with the French tax he or she would pay depending on family situation. The simulator gives the Andorran order of magnitude; the French calculation is done with the French administration's simulator.
