Driving licence in Andorra: exchanging a French licence, timeframes and procedures to check

The short answer
An agreement on the exchange of driving licences between Andorra and France, signed on 3 August 2005, has been in force since 1 January 2007. The exact documents and timeframes should be confirmed with the competent department before any procedure.
What is established
The Andorran official gazette (Llei 17/2006) publishes the agreement on the exchange of driving licences between Andorra and France, signed on 3 August 2005 and in force since 1 January 2007. A comparable agreement was concluded with Luxembourg in 2022. These agreements spare the holder of a licence from the partner country from retaking the test when becoming a resident of the other country.
What we cannot confirm
We have not found an up-to-date official page from the government or the police on the exchange procedure for a resident coming from France: exact documents, deadline for requesting the exchange, fees, validity during the procedure. A private firm puts forward a deadline of six months after taking up residence and a requirement that the licence be valid and obtained before residence; this is an unofficial source that we do not adopt as a rule.
How to proceed
- Ask the traffic department (Police Department) whether your licence falls within the 2005 agreement and for the list of documents.
- Check the deadline for requesting the exchange after obtaining residence.
- Keep your French licence valid during the procedure.
- Notify the French administration of your departure: see formalities for leaving France.
Vehicle, insurance, roadworthiness test
Registration and insurance are separate procedures: see vehicle and licence and buying a car.
For a non-French foreign resident
The rules depend on whether there is an agreement with the issuing country; without an agreement, a test may be required. Ask before you count the length of the procedure.
