2026 immigration quotas in Andorra: what is confirmed and what is not

The short answer

Andorran immigration is subject to quotas set by the government. For 2026, a decree 75/2026 is cited for 200 self-employed residence permits; the general quota figures differ depending on the source and we have not been able to re-read the official texts.

The immigration law requires the government to analyse the quantitative and qualitative needs of the economy, to define a general policy and to set quotas, general and special, by type of authorisation, giving priority to access to work for Andorrans and legally resident foreigners. A foreigner who applies for residence and work outside a special quota obtains authorisation within the limits of the general quota; the cross-border worker authorisation follows the same logic. Applications are processed in chronological order of arrival: see documents, timelines and costs.

What this changes for your project

  • A complete file does not guarantee an immediate authorisation if the quota is exhausted.
  • The reservation of the self-employed authorisation starts legal time limits: 3 monthsverified on 12/10/2026 for a regulated profession, 6 monthsverified on 12/10/2026 for other cases: see self-employed residency.
  • Residence permits without work (passive, international projection, remote work) do not depend on the same quota: see the overview.

How to stay informed

Consult the official gazette for quota decrees and ask the immigration department, before any filing, whether a quota is open for your type of authorisation.
