The short answer
In Andorra, several professions are regulated: law, health, architecture, accounting, real estate brokerage, finance. To practise them, you must have your qualification recognised, register with the competent body or obtain a licence, and be insured.
The sectors concerned
| Sector | What is regulated | Related page |
|---|---|---|
| Accounting and management | Access, qualifications, liability | Accounting |
| Health and care | Qualification, authorisation to practise | Health and wellness |
| Architecture | Signing off projects, professional body | Architecture |
| Real estate | Brokerage | Estate agency |
| Finance and crypto-assets | Licence from the financial authority | Finance |
| Law | Bar, professional body | To be discussed with legal counsel |
The method
- Identify precisely the profession and the competent body.
- Have your qualification recognised from your country of origin.
- Register or apply for the licence before offering any service at all.
- Take out professional liability insurance.
- Then set up the company and the activity licences.
What the law says for a qualified professional
Since Llei 2/2026, a qualified professional applying for a residence and work permit for self-employment first reserves the permit, then has 3 monthsverified on 12/10/2026 to provide proof of the authorisation to practise issued by the government and, where one exists, registration with the relevant professional body or college. After that period, the reservation lapses. See self-employed residency.
The three steps of regulated practice
- The recognised qualification: have it verified before settling.
- The authorisation to practise issued by the government.
- Registration with the professional college where required.
Only then comes the structure (company or sole practice) and residency.
The sectors
Health, architecture, accounting and management, real estate brokerage, finance and crypto-assets are regulated, with requirements specific to each: see the pages listed in the table above.
What you cannot do
Offering your services before the authorisation to practise, even "on an advisory basis", is penalised. See setting up a company for the structure, and domiciliation for the establishment.

Where can I find the competent body?
From the Govern or the professional body for the sector. A gestor can point you in the right direction.
