Couples in Andorra: marriage, stable union, partner and consequences for residency

The short answer

In Andorra, Llei 30/2022 defines the stable couple union, registered in the register, for two adults who live together; at least one must be Andorran or a resident. The spouse and the member of a stable union can be reunited by a resident. Recognition of the French PACS is not confirmed.

Recognised forms of couple

FormFramework
Civil marriageOpen to couples of different sexes or of the same sex since the reform that came into force in February 2023, following a constitutional court decision of October 2022
Stable couple unionDefined by the qualified law on the person and the family (Llei 30/2022, in force since August 2022), which replaced Llei 4/2005

The stable union in detail

Under Article 147 of Llei 30/2022, the stable union is a lasting union of two adults or emancipated minors who live together as a couple and are entered in the corresponding register. The partners must not be related in the direct line or by adoption, nor in the collateral line up to the third degree (the 2005 law went up to the fourth). At least one of them must hold Andorran nationality or legal residence in Andorra. Unions registered under the 2005 law remain valid.

Why it matters for residency

Family reunification by a holder of residence and work covers the spouse or the member of a stable couple union, minor children, adult dependent children and dependent ascendants aged 65 yearsverified on 12/10/2026 or over: see family reunification. The home of the spouse and of children under 16 is the applicant's home. For residencies without work, reunification follows the rules of those statuses.

The companies law also allows statutory restrictions on transfers of shares between spouses or members of registered stable unions: see buying or transferring a company.

And the French PACS?

We found no official source on the recognition by the Andorran authorities of a PACS concluded in France. Do not assume that it is equivalent to a stable union: ask a lawyer or the civil registry what must be presented, or consider registering a stable union once residency is obtained.

Taxation and assets of the couple

Andorran IRPF grants a higher exempt minimum with a spouse who has no income (40,000 €verified on 09/10/2026): see family and taxation. For inheritance: inheritance and gifts and will and applicable law.

Procedures

  1. Gather apostilled and translated civil status documents: see legalising documents.
  2. Check with the civil registry which documents are required to register the union.
  3. Plan ahead: family reunification, the spouse's health insurance, housing.
