Residency for liberal professions and professionals with international projection

The short answer

This status is aimed at professionals whose activity is directed mainly at an international clientele and who wish to reside in Andorra. It is assessed case by case: the administration examines the profile, the interest of the project and its viability.

Who this status is for

If your clients are abroad and your activity can be carried out from an office in Andorra, you may fall into the category of professionals with international projection. This concerns, for example, consultants, creators, digital professionals or certain liberal professions.

What the administration examines

  • The profile: background, qualifications, experience.
  • The project: nature of the activity, clientele, prospects.
  • The interest for the country: benefits for the Andorran economy.
  • Viability: expected income and ability to practise without public assistance.
  • Substance: a place of practice and genuine presence.

Steps

  1. Frame the project with a lawyer or a gestor.
  2. Put together the activity file and, if necessary, the structure. See setting up a company.
  3. Submit the residency application. See documents, timeframes and costs. Fees: amount set by the administration, to be confirmed at the time of filing.

Points to watch

  • The French taxation of your activity does not disappear with a move. See tax domicile.
  • VAT on services invoiced to French clients follows its own rules. See IGI and VAT.
  • The business bank account requires proof of activity. See company account.

The conditions of the law

Under article 98 of the immigration law, a professional with international projection is a foreign person who establishes their main and actual residence in Andorra for at least 90 daysverified on 12/10/2026 per calendar year, in order to carry out a professional activity on these terms:

  1. The seat or base of the activity is located in Andorra.
  2. It employs at most 1verified on 12/10/2026 person under an employment contract.
  3. Its services are intended mainly for non-resident persons or entities: at least 85 %verified on 12/10/2026 of the services must be used in another country or territory.

Any other gainful activity, employed or not, requires a specific immigration authorisation.

What the administration assesses

The applicant must establish the economic viability of the project and its ability to support the holder and dependants throughout the term of the residency. The activity must fall within a sector that the government considers useful to the Andorran economy, within the framework of the quota, and the authorisation takes account of the level of qualification and experience.

The deposit

The main holder pays to the Andorran Financial Authority 47,500 €verified on 12/10/2026, plus 9,500 €verified on 12/10/2026 per dependant who becomes resident. This deposit is refunded in the event of departure, cancellation or non-renewal, less costs and deductions linked to any breaches.

What this means in practice

  • The clientele must genuinely be abroad: a consultant whose clients are in Andorra does not fall within the status.
  • At most one employee: the status does not suit a team.
  • Durations and renewals follow the general rules: see durations and renewals.

Frequently asked questions

Which professions are concerned?

These are very varied profiles (consulting, creative work, digital activities, regulated or unregulated professions) whose clientele is mostly outside Andorra. Eligibility is decided file by file.

What is the difference from a standard self-employed person?

The standard self-employed person develops an activity aimed at the local market, whereas the professional with international projection serves mainly foreign clients. The criteria of examination and the interest for the country are not the same.

Can it be combined with keeping an activity in France?

This is a sensitive question of taxation and substance. It must be dealt with an adviser before departure.

Is an online freelancer concerned?

Possibly, depending on the nature of the activity and the administration's assessment. There is no automatic status for all freelancers.

How many employees can you have with this status?

At most 1 person under an employment contract.

What share of the services must be used outside Andorra?

At least 85 % of the services must be used in another country or territory.
