How to buy a property or a house in Andorra: the steps

The short answer

Buying in Andorra follows seven steps: budget, search, offer and preliminary contract, authorisation if you are a non-resident, payment of the foreign investment tax, signing at the notary, taking possession. The notary is central: there is no separate public land register.

The seven steps

  1. Budget: price, costs, works, charges. See purchase costs.
  2. Search: listings, parishes, viewing checklist.
  3. Offer and preliminary contract: provide for a condition precedent of authorisation if you are a non-resident.
  4. Prior authorisation (non-resident): application to the ministry responsible for foreign investment. The administration's silence counts as a refusal.
  5. Foreign investment tax: to be paid before the deed is signed. Rate: 6 %verified on 09/10/2026 (first property).
  6. Deed before a notary: the notary cannot authenticate the deed without proof of payment of the tax.
  7. Taking possession: energy, insurance, co-ownership.

Why the notary is central

In Andorra, it is the notariat that serves as the register of deeds, and the notary also collects certain taxes linked to the sale. See notary fees.

Buying a house

The same process, with three extra points: checking planning rules and building rights, easements and winter access. For a non-resident, only one individual home is permitted.

How long does it take?
